Resizing changes how many pixels your image contains (its width and height); compressing changes how efficiently those pixels are stored, which affects file size. A form that asks for "600×600 pixels" wants this tool; a form that asks for "under 100KB" wants our 100KB compressor instead. Some forms specify both, in which case resize first, then compress the result.
